Apply and upload all documents through Irembo (www.irembo.gov.rw) → Family → Marriage Services 

The following are the required documents to submit in person at the Embassy for Marriage Certificate Notarization or applying for new Civil Marriage :

• Request letter address to H.E. the Ambassador of Rwanda indicating the physical address and contact details, to be co-signed by the couple to-be in person 
• The Couple to-be being aged of at least 21 years
• Notarized Certificates of Being Single / Celibacy Certificates of the couple to-be
• Notarized Birth Certificates of the couple to-be
• Copies of valid Passports, National IDs, and Residence Cards (formerly ARC)
